X:Rebirth takes a bit more oomph under the hood, but its graphics are likely much better. You can get excellent performance in these games on even mid-to-low rank machines. They are a bit dated though, in terms of the UI, but the graphics are still very good and the gameplay is excellent. That shows you just how much gameplay can be found in them. One thing you should know - People play the same X3:TC/AP saved-games in these games for. That gives you X3:Terran Conflict and X3: Albion Prelude, it's expansion pack. But, for what it's worth, I would recommend getting the X3 Terran War pack. I think you should probably watch some let's play videos and reviews of both games, before you make up your mind. In my opinion, while Rebirth probably has great graphics, I think that the X3, X3:TC and X3:AP (combined) franchise offers more gameplay and more varied playstyles. There were/are also some gameplay issues that, to me, don't seem so "fun." But, Egosoft has, AFAIK, done a good bit to polish up the game, since release, so things may have changed significantly. That's because it's so different from the original X3:Terran Conflict and X3:Albion Prelude expansion. X:Rebirth is the latest stand-alone incarnation in the X series, but differs significantly from the X series.
